Was turned down by the DCMS on the grounds that it was looked at in 1997. EH recommended then that the building did not meet the standard for such large scale commercial buildings, as exemplified by the Millbank Tower. They were particularly concerned with the junction of the tower and podium and the unglazed print block. They also felt that the detailing was not of high enough quality on a national scale to meet listing criteria.
